Student migration from foriegn universities to Russian universities

More than 250,000 international students study at our universities, which is 5% of the total number of students.

Let's talk about how a foreigner can easily enroll in a Russian university and become one of their own in a new country. Students from more than 70 countries can avoid the complex transfer procedure through the recognition of educational documents and enter a Russian university relatively calmly. This happens in accordance with the agreement concluded between the two countries.

In accordance with part 2 of Article 30 of Federal Law No. 273-FZ of December 29, 2012 "On Education in the Russian Federation", an educational organization adopts local regulations on the main issues of organizing and implementing educational activities, including those regulating the procedure and grounds for transferring, expelling and reinstating students. Thus, the possibility of transferring a student to a Russian university from a university located on the territory of a foreign state (including a CIS member state) is determined directly by the Russian university and is fixed in its local regulations.

Currently, such a procedure is not regulated at the federal level, since the current Procedure for transferring students from one higher educational institution of the Russian Federation to another, approved by Order No. 501 of the Ministry of Education of the Russian Federation of February 24, 1998, does not regulate relations related to the transfer of students from foreign universities to universities located on the territory of the Russian Federation.

Internation students studying in universities of CIS countries eg.  Kyrgyzastan, Uzbekistan, Kazakistan, Turkemensiatn can easily migrate to universities of Russian Federation.
